Grading with a rubric

We use a rubric to evaluate work - however, what really does the rubric represent?

"Skill- set" - techniques, ideas, art elements, and design elements that you need to learn for the unit/project.

'Scale' for points - understanding the difference between just showing a skill or technique and using it to express an idea, feeling or mood.
